Garrett County Health Department
Medications for Opiate Use Disorder (MOUD)
The Garrett County Health Department offers Medications for Opiate Use Disorder (MOUD) treatment under the care of Kelly Rock, DNP, PMHNP-BC. MOUD treatment is a comprehensive approach to addiction treatment that combines FDA-approved medications, in combination with counseling, to help individuals eliminate their use of addictive substances while addressing the underlying causes of their addiction. We currently offer buprenorphine and naltrexone to help those with opioid dependency.
Jail Program
Services are offered to inmates of the Garrett County Detention Center/Jail who either acknowledge a problem with chemical abuse or those who are court ordered to attend. The intent is to reduce recidivism rates and length of incarceration, as well as promote an abstinent lifestyle upon release. While direct treatment is provided at the detention center, an emphasis is placed on the aftercare referral(s), which offers support and assistance in specified areas of need. Each program participant is expected to address his/her recovery issues by achieving goals related to responsibility, accountability, and consequences. There are two separate groups conducted at the detention facility. These include a men’s treatment group and a women’s treatment group. Both the men’s treatment group and the women’s treatment group occur on a weekly basis. Educational, individual, and group therapy is provided on a weekly basis by a licensed, certified, or provisional counselor for both the men and women jail population. Upon release, jail clients are encouraged to further their recovery efforts by joining a group in the clinic/office setting.
Adult Clinic

Services are offered at the Oakland location.
This program provides assessment/evaluation for Garrett County residents and their families who are having problems with substance use. Counseling is provided for in groups, individuals, women, families, couples and dual diagnosis clients. Referrals to other agencies/ facilities are established when necessary.
12 Hour DWI Education Program
Hours of Operation: As Needed
Classes are offered at the Oakland office only. This program serves Garrett County residents who are ordered to complete the 12 Hour Education Program. The classes are held in 2 hour blocks for 6 weeks. The topics covered are recommended by the MVA. We are a Maryland State Certified Program.
Grantsville Clinic
Services are also available at the Grantsville Office on Mondays from 10AM – 6:30PM and Tuesdays from 8AM – 4:30PM.
Adolescent Services
Hours of Operation:
Monday through Friday, 8 a.m.-4:30p.m.
Services are offered at the Oakland location, at the Grantsville Clinic as well as middle and high schools.
This program serves Garrett County youth who have substance use problems or who are in families where such problems exist. Services are provided to youth in community-based, out-patient treatment centers and school settings. Student assistance programs in middle and high schools, assessments by Addictions counselors, referrals as necessary, individual and group counseling at schools or offices, and education for high-risk youth.
Intensive Outpatient Program
Hours of Operation:
Monday, Tuesday, Thursday and Friday 1:00 p.m. to 3:15 p.m.
An additional one hour individual session will be held at least bi-weekly.
The Intensive Outpatient Program (IOP) serves adult clients who require a more intensive and comprehensive approach to substance abuse treatment. Group, family, and individual services are offered covering topics like co-occurring, family, 12 step, relapse prevention/recovery, wellness, resiliency, and educational issues. The program requirements include a minimum of 9 hours of clinical contact per week, an attempt to be abstinent, a commitment/desire to lead a drug and alcohol free lifestyle, attendance in a 12-step program, a court order, and/or previous treatment history. Upon successful completion the client is then transferred to a less intense level of service which could include one group and one individual service per week. When appropriate, clinical staff will interact with outside agencies as permitted by the client (sign release on file). In addition, the primary counselor may refer a client to peer staff for additional assistance.
