Overdose Fatality Review

An Overdose Fatality Review is a locally-based, multi-disciplinary process for understanding the risk factors and circumstances leading to fatal overdoses and identifying opportunities to prevent future overdoses. Garrett County has a local team made up of a diverse group of stakeholders who collaborate to share data and study the death of a specific individual to identify gaps in the system that could have saved that person’s life.

The OFR Team is currently funded by the American Rescue Plan Act (ARPA) funding. The
the objective is to increase the capacity of the Local Overdose Fatality Review Teams to implement recommendations and ensure a successful implementation that addresses systemic factors contributing to the risk of overdose, addiction substance misuse, and/or behavioral disorders in the prospective communities, thereby improving substance misuse outcomes among young adults and older adults.

Data Narrative

Quarter 1 10/15/2024 LOFRT met once- an action plan was developed based on the recommendations from the team. Action plan included 1. The substance use Prevention Supervisor will reach out to the Department of Social Services to see what the procedure is for making connections to youth affected by a family member’s overdose. 2. The State Attorney will establish the protocol for follow-up care for families. He will also add an agenda item to the upcoming Overdose Prevention Team and Drug-Free Communities Coalition meetings. 3. Deputy Health Officer will gather more information on fentanyl analogs, as well as bromazepam, and share how Garrett County may be affected CHALLENGES: Retirement of the Program Administrator and change in staff have delayed efforts to move forward. The current Supervisor is working towards gaining access to the CRISP Dashboard and proper training and orientations have been scheduled to be completed in Q2 .
