GCHD Cancer Screening (CPEST) Program

The Garrett County Health Department Cancer Prevention, Education, Screening, and Treatment Program (CPEST) offers cancer screenings for skin and colorectal cancer AT NO COST to qualifying Garrett County Residents. The CPEST program provides and administers grants to local health departments and academic centers to reduce cancer mortality and cancer disparities in Maryland.

The Maryland Cigarette Restitution Fund (CRF) was established in 2000 by the Maryland General Assembly to reduce the cancer incidence and mortality in Maryland.  The legislation required the establishment of a local public health component to coordinate efforts in each jurisdiction.  The local public health component of the CRF is the Cancer Prevention, Education, Screening, and Treatment Program.

Data Narrative

Number of public education and targeted outreach activities implemented for all cancers combined: 

  • This is the total number of outreach activities completed at the end of each month in the fiscal year.
  • The program partners with the health education and outreach (HEO) department to implement outreach activities at local community events, worksites, food drives, and more throughout the year.
Number of new individuals screened for all cancers (colorectal or skin) regardless of funding source: 
  • This is the total number of new people screened or enrolled to be screened at the end of each month in the fiscal year.
Number of referrals to Cigarette Restitution Fund tobacco cessation services: 
  • This is the total number of people who agreed to be referred to tobacco cessation services that are funded by the Cigarette Restitution Fund and coordinated through the HEO department.
  • If an individual declines to be referred, this does NOT count toward the total number at the end of each month in the fiscal year.
Number of tobacco cessation participants receiving group or individual counseling:
  • This is the total number of people that are actively enrolled and participating in tobacco cessation counseling.
Number of individuals who had a colonoscopy:
  • This is the total number of people who have had an adequate and successful colonoscopy.
  • If a colonoscopy is attempted and failed or the procedure is aborted, this does NOT count toward the final number.
Number of individuals screened for colorectal cancer:
  • This is the total number of people that have completed a colorectal cancer screening by means of a colonoscopy, an at-home fecal immunochemical test (FIT), or Cologuard.
Number of colorectal cancer patient navigation clients that have completed at least one colorectal cancer screening procedure:
  • This is the total number of people who have had a colorectal cancer screening that was NOT funded by the Cigarette Restitution Fund or paid for through the CPEST grant.
  • These clients are only enrolled for patient navigation only (PNO), meaning the nurse case manager assists them with addressing barriers to screening, scheduling appointments, understanding results, and following up with care, but does NOT fund their screening.
Number of tobacco cessation participants receiving cessation aids with Cigarette Restitution CPEST funds:
  • This is the total number of people who are receiving tobacco cessation aids (nicotine patches, lozenges, gum, QuitPack) that are paid for by the Cigarette Restitution Fund.
  • The program partners with Mountain Laurel Medical Center, a federally qualified healthcare clinic, to purchase these cessation aids and supply them to participating individuals.
Number of Individuals Screened for Skin Cancer: 
  • This is the total number of people who have completed at least a visual skin cancer screening exam with a licensed dermatologist.
  • Some clients may have biopsies taken or treatment for precancerous lesions during their screening. This is still covered under the CPEST program, but it is not a requirement of screening.
Number of non-Hispanic Black/African American individuals screened, for all cancers combined, regardless of funding source: 
  • This is the total number of non-Hispanic Black/African American people screened for any cancer type (skin or colorectal) regardless of the screening payer.
Number of patient navigation only individuals screened by completing a skin cancer exam: 
  • This is the total number of people who have had a skin cancer screening that was NOT funded by the Cigarette Restitution Fund or paid for through the CPEST grant.
  • These clients are only enrolled for patient navigation only (PNO), meaning the nurse case manager assists them with addressing barriers to screening, scheduling appointments, understanding results, and following up with care, but does NOT fund their screening.
  • Example: If a client has Medicare insurance, their visual skin examination will be fully covered by Medicare as a screening exam. If during the appointment the physician biopsies a lesion, this then becomes diagnostic testing and Medicare will typically not pay that fee. This is when the program would fund the exam.
