The purpose of the JRB program is to offer meaningful alternatives to justice system involvement through community-based intervention strategies that promote youth responsibility and accountability, and prevent involvement with Department of Juvenile Services. The JRB program will be utilized to offer formal intake diversion services to about one of every three youth referred to the local DJS. Eligible offenses will include tobacco and alcohol citations, truancy, petty theft, disturbing the peace, destruction of property, ungovernable behavior, minor moving/traffic violations, etc. The JRB is a voluntary program. In order to participate, youth must admit guilt for their offenses. Parental permission and participation is required for this program and the involvement of other family members and support persons is encouraged.
The Juvenile Review Board partners with Department of Juvenile Services, Law Enforcement and Garrett County Office of Magistrate. A Juvenile Review Board Advisory Committee provides oversight and guidance for the JRB program. The Advisory Committee is comprised of local interagency staff and professionals involved in family and youth services, as well as interested community volunteers. Committee meetings serve as the forum for monitoring the status of the JRB program. The Committee discusses referrals, referral forms, and what the needs of the community are for Juveniles. The Committee also discusses Performance Measures, and what Performance measures are being meet and how to turn the curve on Performance Measures.
