Data Narrative

* This program has been discontinued in FY23. The Garrett County Local Management Board provides funding for Garrett County youth through the Youth Employment Initiative.  The Western Maryland Consortium (WMC) is a partner in this program and works to identify youth in Garrett County who are economically disadvantaged and have a barrier to overcome for employment.  Many participants who are served through this program have experience with system involvement.  System involvement varies from juvenile services to teenage pregnancy/parenting.  The target population is Out of School Youth ages 16-24 (high school dropout, or high school graduates not attending post-secondary education).  The Western MD Consortium staff provides youth with the opportunity for structured quality work experiences, opportunities to assist youth in meeting educational goals through workforce training programs, GED programs, math and reading remediation classes, and mentoring to provide youth with the soft skills needed to succeed in the workforce. WMC staff work with Disconnect Youth participants on a case by case basis to assess their needs and goals and provide:

  • Work skills training & job placement
  • Transportation or other supportive service funds
  • Career counseling
  • Remedial class opportunities in math and reading
  • Soft skills coaching - the interpersonal attributes you need to succeed in the workplace
For FY20:  The COVID-19 pandemic created a shutdown of all work experiences managed by the WMC for a period of several weeks.  The COVID-19 shutdown created a barrier by being a frustration to those wanting to work but could not. Another challenge is reaching the disconnected youth of Garrett County.  WMC is currently working on planning and outreach ideas to connect with youth in the county that could benefit from services. Highlights of Progress for FY20: In FY20, two participants utilized the Youth Employment Initiative program successfully.  One participant reported that he gained valuable work experience and life skills as a result of being in the program.  The youth participant is affected by justice system involvement with one parent incarcerated in nearby Washington County.  His other parent, terminally ill, resides in a nursing home.  The youth is currently in the kinship care of his grandparents.  While in his work experience through the Western Maryland Consortium funded by the LMB, he decided to enroll in college during the fall semester and has maintained good grades as well as continued to do well on the job site. The second youth participant had a history of drug addiction that he has been able to overcome.  He served time in prison and upon his release, one of his first stops was to the Western Maryland Consortium.  The staff at WMC connected with an employer who has hired other young adults seeking good, full-time employment, and was able to secure work experience for the participant using Youth Employment Initiative funding.  The experience was extremely positive for both the young man and the employer and full-time, permanent employment has been established. The youth was also able to celebrate 2-years drug-free on July 6, 2020. For FY21:  The performance goals for the program based on funding and related criteria were met for FY21.  One youth was serviced through the Youth Employment Initiative program in the first quarter and a second was serviced in the third quarter.  Both participants reported satisfaction with the program and both youths were hired into permanent employment positions.  The highlight of quarter four was, as of the time of this reporting, both youths were still employed full time in their respective placements.
