The Maryland Code of Regulations indicates what medical conditions should be reported, who should report, how reporting should occur, where reports are sent, and reporting timelines. Healthcare providers, healthcare institutions, medical laboratories, schools, child care providers,, owners or operators of a food service facility in Maryland are required to report these infectious diseases to the local health department with outbreaks being an immediate report.

This data provides information on the key elements and importance of communicable disease surveillance, emphasizing its role in safeguarding public health and our community.

  1. Early Detection: Surveillance systems are designed to spot unusual trends or outbreaks of diseases as they emerge. Early detection allows for swift response and containment, preventing further spread.
  2. Monitoring Trends: By continuously monitoring the incidence and prevalence of diseases, surveillance enables public health officials to identify patterns and variations in disease transmission over time.
  3. Resource Allocation: Data from surveillance systems inform resource allocation decisions. Public health agencies can allocate personnel, funding, and medical supplies where needed most.
  4. Prevention and Control: Surveillance provides a foundation for developing and implementing effective prevention and control strategies, such as vaccination campaigns, public health advisories, and quarantine measures.

  2. Data Analysis: Public health professionals analyze the collected data to identify trends, outbreaks, and potential risk factors. Advanced analytics and modeling techniques aid in predicting disease spread.
  3. Communication and Reporting: Timely communication and reporting are vital. Surveillance systems must promptly share findings with health officials, policymakers, and the public to enable informed decision-making.
  4. Response and Intervention: Surveillance data guides the response to outbreaks. Public health agencies implement measures like contact tracing, isolation, and treatment to control the spread of disease.

Number of electronic laboratory reports received from the National Electronic Data Surveillance System (NEDSS): The total number of laboratory reports received in the month from the National Electronic Disease Surveillance System (NEDSS), a system developed by the U.S. Centers for Disease Control and Prevention (CDC) to facilitate the collection, management, and exchange of public health surveillance data across state and local health jurisdictions. NEDSS streamlines disease monitoring to detect and respond to outbreaks more quickly. The laboratory reports provide data on infections and other diseases critical for detecting emerging health threats.
  2. Number of Reportable Cases: The total number of reportable disease cases investigated by the communicable disease staff.  A Reportable Communicable Disease Case refers to an infectious disease that, by law or regulation, must be reported to public health authorities. These diseases are reported to the health department for timely monitoring, investigation, and intervention. The goal is to protect public health by enabling rapid responses to control the spread of communicable diseases.The Centers for Disease Control and Prevention (CDC) maintains a list of nationally notifiable diseases, which includes diseases such as tuberculosis, measles, HIV/AIDS, hepatitis, and foodborne illnesses like salmonella. Healthcare providers, laboratories, and other diagnostic entities are responsible for reporting cases of these diseases as soon as they are identified. The information may include patient demographics, clinical symptoms, laboratory results, and exposure histories.
  3. Number of Reportable Cases Closed in 30 days: Refers to the number of reportable disease cases investigated by the communicable disease staff and closed within 30 days of receiving them.
  4. Number of reportable disease outbreaks reported and investigated: The total count of communicable disease outbreaks that have been formally reported, investigated, and monitored. The outbreaks typically involve a higher-than-expected number of cases of a particular disease within a school or healthcare facility, long-term care, or any other congregate living facility, which may indicate an emerging community health trend.

When outbreaks occur, the communicable disease staff work with these facilities and must notify the local health department, initiating an investigation. This process includes confirming the outbreak, identifying its source, determining the extent of the spread, and implementing control measures to limit further transmission. Common examples of reportable disease outbreaks include foodborne illnesses (e.g., Salmonella or E. coli), respiratory infections (e.g., influenza or COVID-19), and vector-borne diseases (e.g., West Nile Virus). The investigation involves case interviews, laboratory testing, data analysis, and public health intervention recommendations, such as issuing advisories, closing affected facilities, or instituting quarantines.
